ICAB: 20 years of building families!


This year marks the ICAB’s 20th Anniversary. In June 7, 1995, Republic Act 8043 otherwise known as the Philippine Inter-country Adoption Act of 1995 was passed into law. The law created the Inter-country Adoption Board as the Central Authority in matters relating to the inter-country adoption of Filipino children and as the policy making body for purposes of carrying-out the convention requirement (Article II Section 4 of RA 8043).

On April 21, 2015, President Aquino appointed new members of the Inter-Country Adoption Board for a term of six years:  Antonia C. Siy (psychologist), Rosario B. dela Rosa (registered social worker), Maria Gabriela R. Concepcion (lawyer), Eric Remegio O. Panga (lawyer), Ma. Teresa R. Nuqui (NGO) and Maria Carolina T. Legarda (NGO).


The new Board members took their oath of office on May 4, 2015 before Secretary Corazon Juliano Soliman, Secretary of the Department of Social Welfare and Development (DSWD), Ex Officio Chair of the Inter-Country Adoption Board.


Training on Intercountry Adoption Program

Presentation1The ICAB’s Training on Inter-country Adoption (ICA) Program among our local stakeholders is part of ICAB’s advocacy and networking functions as well as its commitment to increase their level of functionality.  The Capacity Building Package on ICA Program aims to strengthen the social workers’ capability in handling adoption cases particularly those which will go through the inter-country adoption route.  The activity is scheduled for April 13-17, 2015 to be held at Diamond Suites and Residences(#8 Apitong corner Escario Streets, Cebu City. Expected participants areRegion VIII social workers from the Department of Social Welfare and Development (DSWD), Non-Governmental Organization: Child Caring/Child Placing Agencies (NGO CCAs/CPAs), Regional Trial Court/Family Court (RTC/FC), Local Government Units/Local Social Welfare and Development Offices (LGUs/LSWDOs – Provincial, City, Municipal) and hospitals.



The Intercounrtry Adoption Board (ICAB), the Central Authority in intercountry adoption in the Philippines under Republic Act 8043, announce the vacancy for seven (7) support staff position namely: Sr. Administrative Assistant I (1); Administrative Assistant  V (1); Administrative Assistant IV(2); Administrative Assistant III (1); Administrative Assistant II (1); and Administrative Aide VI (1) with the corresponding minimum qualification standards:

Education : Graduate of any four year course

Experience : 2-3 years relevant experience

Eligibility : Civil Service Eligible

ICAB, the Central Authority on Inter-Country Adoption of the Philippines supports the DSWD’s continuing adoption advocacy efforts to raise awareness of the general public on legal adoption.



January 15 to 19, 2015 have been declared special non-working days in view of the visit of Pope Francis to the Philippines. During this period the ICAB office will be closed. We will begin normal operations on January 20, 2015.

The Intercountry Adoption Board is coordinating the collection of stuffed toys for distribution to the children in Tacloban City and other affected areas. It is a small contribution but it may help the young traumatized children have something to hug at this time.
